Lethality Assessment Program Report (2016 Legislative HB 1371)
The "Lethality Assessment Program Report" required to be completed by Maryland Police Training [and Standards] Commission as per House Bill 1371 passed by the Maryland General Assembly during the 2016 legislative session. House Bill 1371 required the Commission to "conduct a review of the experience and best practices of other states" regarding the use of a lethality screening protocol and training for law enforcement officers when investigating complaints of domestic violence and assault by strangulation".
The enclosed report is the result of that research and review by the Commission's staff. An Executive summary, with separate conclusions regarding the use of the Lethality Assessment Program and the issue of non-fatal strangulation during intimate partner violence events investigated by law enforcement officers.

The first annual Speed Monitoring Systems [SMS] Report includes the law eligible data for FY-2015. Forty (40) law enforcement agencies with speed monitoring systems reported data to the Police Training Commission.
